Le CIFOCSS (Centre Ivoirien de Formation des Cadres de Sécurité Sociale) créé le 20 janvier 1984 à Yamoussoukro par la convention de formation ivoiro-française signée entre la CNPS-CI et le CNESSS (Centre National d’Etudes Supérieures de Sécurité Sociale), actuelle EN3S (Ecole Nationale Supérieure de Sécurité Sociale) de Saint-Etienne en France.
Ainsi, le CIFOCSS assure la formation initiale diplômante des personnels des organismes de sécurité sociale des pays d’Afrique francophone et lusophone ainsi que la réalisation de recherches dans les domaines de la sécurité sociale et de la gestion.
En partenariat avec 26 organismes de sécurité sociale issus de 18 pays, le CIFOCSS forme les élèves qui y sont admis à travers 5 cycles :
